Wastewater Treatment Facility Expansion

AQUA Engineering, working in partnership with Webb and Associates, was selected to plan and design the expansion from 4 MGD to 6 MGD. The project was structured around three primary objectives:

Producing recycled water that meets regional reuse standards
Lowering effluent total dissolved solids to satisfy the basin management plan,
Increasing overall treatment capacity.

The project included upgrading this existing biolac treatment plant to provide recycled water and reduce TDS in the effluent. The design approach required significant effort to create an implementation and phasing plan allowing operations to meet existing treatment needs while building the new facilities in the same footprint. As such, the fine screening facility, partial process tankage, and MBR/RO facility were constructed in place of 1 of 5 biolac basins. Once these facilities were completed, the remaining biolac basins were removed, allowing the construction of the remaining process tankage, solids handling, and recycled water facilities.

The improvements raised the treatment capacity to 6 MGD and include provisions for future expansion to 8 MGD by adding one additional process basin and modular membrane capacity to the existing MBR facility. Improvements to the existing headworks and UV disinfection process to allow for their continued use at the facility. This staged approach provides the City a clear path to accommodate future growth while maintaining compliance with current regulatory requirements. New processes at the plant include grit removal, fine screening, process basins (anerobic, anoxic and aerobic to achieve BNR), process blowers, membrane bioreactor, reverse osmosis, solids holding, and dewatering.

Our electrical, instrumentation, and controls (EI&C) group (SKM) provided the EI&C engineering for the project as well as system integration services. For controls, SKM created P&ID’s, control narratives, panel designs, and loop drawings to assist the installing contractor in providing a well-built control system. Our programming staff provided PLC and HMI programming with intuitive operator interface that is simple yet power to use.
