Capital Asset Inventory Assessment and Master Plan

The Town of Bennett is projected to triple their population in the next 10 years and thus needed a comprehensive, dynamic, and user-friendly asset management program and masterplan tool. Rather that create a written static report, AQUA Engineering created an interactive GIS-based asset inventory and master plan for all of the Town’s major infrastructure focus areas including water, wastewater, road, buildings and land, and stormwater systems. The wastewater focus area included a detailed survey, inventory and data compilation of the Town’s sanitary sewer system, lift stations, and wastewater treatment facility. First the basis of planning was established by conducting a growth and population projection along with defining design flows and loadings for residential, commercial, andinstitutional users based on a single family equivalent (SFE). Assets and infrastructure were then evaluated and scored based on three metrics: capacity, condition, and criticality.
We worked with the Town to develop a 3, 5 and 10-year capital improvement project plan. For the collection system, we used Bentley SewerGems and performed a hydraulic modeling and capacity analysis of current conditions and future planning conditions to identify system deficiencies and needed capital projects. The Town’s lift stations and wastewater treatment facility were also assessed for these metrics. The Master Plan and Capital Projects Plan was delivered in a GIS platform with functionality to allow Town staff to update the plan annually. |
