A Dynamic GIS-Based Master Planning Solution for a Rapidly Growing Community

As one of Colorado's fastest-growing communities, the Town of Bennett needed a planning tool capable of supporting significant future growth while providing staff with real-time access to critical infrastructure information. With projections indicating the Town's population could triple within 10 years, Bennett sought more than a traditional master plan report. The goal was to create a living, interactive system that could evolve as community needs changed.

AQUA developed the Capital Asset Inventory & Master Plan (CAIMP), an innovative GIS-based asset management and capital planning platform that integrates infrastructure data, growth projections, capital improvement planning, and land use analysis into a single, user-friendly system.

Wastewater Planning & Infrastructure Assessment
A key component of the project included a detailed evaluation of Bennett's wastewater collection, conveyance, and treatment systems. AQUA performed system inventory, condition assessment, capacity evaluation, and hydraulic modeling using Bentley SewerGEMS to identify current deficiencies and future infrastructure needs.

Innovative GIS Dashboard Technology
Rather than delivering another static report destined for a shelf, the CAIMP platform provides Town staff with a dynamic planning environment where assets, projects, documents, costs, and future development information can be viewed and managed in one location.

Results
The CAIMP system transformed how the Town of Bennett plans, manages, and invests in its infrastructure. By combining asset management, GIS technology, growth forecasting, and capital planning into a single platform, the Town gained a sustainable decision-making tool that can be continuously updated and expanded as community needs evolve.
