AQUA served as the Contract City Engineer for Elk Ridge City, providing comprehensive engineering, development review, construction administration, and municipal infrastructure services. AQUA works closely with City staff, elected officials, developers, and regulatory agencies to support responsible growth, protect public infrastructure investments, and ensure compliance with applicable engineering and environmental standards.

As the City's engineering representative, AQUA reviewed and inspected all new subdivision developments, commercial site plans, and improvements to existing developments. Services included detailed plan reviews, construction inspections, quality assurance and quality control (QA/QC), and verification that public infrastructure is designed and constructed in accordance with City standards and accepted engineering practices.

AQUA also overseen compliance with Utah Pollutant Discharge Elimination System (UPDES) requirements, including stormwater management and erosion control measures associated with development and construction activities. Through regular inspections and coordination with developers and contractors, AQUA helped ensure projects maintained compliance with environmental regulations while protecting local waterways and public infrastructure.

In addition to development review and inspection services, AQUA actively supported the City's planning and decision-making processes by coordinating with planning commissions, city councils, staff, and project stakeholders. AQUA provided technical evaluations, engineering recommendations, and project oversight to facilitate informed decisions and successful project outcomes.
