Since 2007, AQUA has served as the District Engineer for the Emigration Improvement District (EID), providing comprehensive engineering, planning, regulatory support, infrastructure design, construction management, and operational consulting services for the District's water system. Located within the unique topography of Emigration Canyon, EID faces significant challenges related to system hydraulics, fire protection, water supply reliability, infrastructure maintenance, and future growth. AQUA has served as a trusted technical advisor to the District, helping guide capital improvements, regulatory compliance, and long-term water resource planning.

AQUA's services began with a comprehensive water system evaluation and hydraulic modeling effort that identified opportunities to improve system reliability, water pressures, and fire protection capabilities throughout the canyon. Based on these findings, AQUA designed and managed the installation of approximately 22,600 linear feet of new 8-inch water main along the primary canyon roadway. The project included fire hydrant installations, pressure reducing stations, service laterals, system interconnections, and roadway restoration. Upon project completion, AQUA updated and calibrated the water system model using field-tested fire flow data collected at multiple hydrant locations.

As part of its ongoing role, AQUA developed and maintains the District's system mapping and asset management resources, including system maps, ownership maps, utility location support, and a comprehensive fire hydrant map utilized by the Salt Lake County Unified Fire Authority (UFA) to improve emergency response and fire protection planning.

Over the course of the engagement, AQUA has planned, designed, and managed numerous water system improvement projects including the Upper Freeze Creek Well Design, Brigham Fork Well Rehabilitation, Wildflower Well evaluation, Secret Spring investigations, pressure reducing facilities, service pressure evaluations, and multiple water line replacement and extension projects. Notable distribution system improvements include the Snowberry Ridge Water Line, Silver Oaks Water Line, Killian Canyon Mainline Improvements, and numerous service connections throughout the District.

AQUA has also provided strategic planning and regulatory services including the New Source Evaluation, System Expansion Study, Water Rights Hearing Support, Combined Wastewater System Preliminary Engineering Report (PER), and ongoing capital improvement recommendations. In addition, AQUA regularly provides technical support to the District Board, assists with regulatory agency coordination, performs special inspections, reviews development impacts, and responds to utility information and infrastructure location requests throughout the service area.

Through nearly two decades of partnership, AQUA has helped EID improve water system reliability, enhance fire protection capabilities, secure future water supplies, and develop a framework for sustainable infrastructure investment that serves both current residents and future needs within Emigration Canyon.
