AQUA supports the full infrastructure project lifecycle. The same team carries a project from master plan through design, permitting, construction, and into long-term operations support. In phased resort development, this continuity means that infrastructure decisions made in early phases are understood in context when later phases are designed, eliminating interpretation errors and redesign costs that occur when new consultants start mid-program.

Planning and Preliminary Engineering
AQUA's planning work is structured to produce actionable decisions. Master plans and preliminary engineering reports define the infrastructure investment required to support development objectives, identify constraints and risks, sequence capital improvements across phases, and establish the technical basis for regulatory submittals. Deliverables are designed to be directly usable by resort ownership, development teams, and financing parties.

Design
Design services are structured to support both owner review and regulatory submittal. Phased submittals at 60, 90, and 100 percent completion allow resort ownership and regulatory agencies to review and comment before final document production. Construction documents are produced for competitive bidding and include technical specifications covering materials, installation requirements, and testing procedures appropriate to the facility type.

Permitting and Regulatory Coordination

  • Dam safety authority: new permits, modification permits, hazard reclassification, and ongoing compliance
  • Right-of-way and corridor: DOT encroachment permits and highway utility license agreements
  • Environmental review: NEPA coordination, agency submittals, and permitting support
  • Water rights: administrative coordination for appropriations, exchanges, and transfers
Bidding and Procurement
  • Construction document final quality review and advertisement coordination for public procurement
  • Pre-bid meeting facilitation and addendum preparation
  • Bid evaluation, contractor reference verification, and recommendation
  • Contract execution support and preconstruction coordination
Construction Services
AQUA provides construction-phase engineering services scaled to project requirements. Full-time or part-time resident project representation is available depending on project complexity and owner preferences. For dam construction, full-time on-site observation and regulatory documentation are provided as a required component of dam safety compliance, separately from general construction oversight.

Startup, Commissioning, and Long-Term EOR Support
AQUA's involvement does not end at project closeout. System startup and commissioning support is provided through AES, and controls and SCADA verification is coordinated through SKM Engineering. Ongoing EOR engagement covers system modifications, expansion planning, emergency support, and long-term regulatory compliance as resort development continues.
